Description
As part of the general "umbrella" of "Accounting" we have been discussing a "grid-manager". This ticket is to capture discussion and designs around this concept.

I'm still working on fixing tests on my feature branch. The status is currently: FAILED (skips=19, failures=2, errors=30, successes=1727)

Update: Still fixing tests. Currently running allmydata.test.cli.test_invite but the tests keep timing out.
