update nix packaging to latest nixos 21.11 / pypi db

Description
nixos 21.11 now has zfec with some fixes for compiler warnings and for the argparse packaging error
pypi now has pycddl
it would be nice to make both of these things available to our nix package

Actually, I forgot, we use zfec from pypi too. So the pypi db update is really what gets us both of these things and the nixpkgs update is more about using the latest version of the release instead of a randomly old version.
