IRC channel no longer on Freenode, but on libera.chat
This needs to be changed in the README.
I am going to make a branch to change this one line, and eventually review/work on this PR https://github.com/tahoe-lafs/tahoe-lafs/pull/984#pullrequestreview-805373577
