macOS builds on GitHub now failing on Python 2.7

Description

GitHub? just switched macOS builders to macOS 11 (docs don't reflect this, but CI output does). Python 2.7 is not available on this builder, so need to switch to using macos-10.15 builder which is what was previously used.
