Description

Despite efforts to disable individual intermittently failing tests (ticket:3298, ticket:3274), the NixOS CI job continues to fail because of Eliot test failures.

Rather than continue to play whack-a-mole with these tests, let's disable the whole Eliot test suite on our CI.
