Remove "magic folder"

Description

The magic folder functionality will be released as a separate project (which depends on Tahoe-LAFS). This will enable an independent development cycle which is better suited to the less mature state of the magic folder implementation, including more frequent releases.

Currently the stand-alone project is at ​https://github.com/LeastAuthority/magic-folder. This isn't necessarily its final home.
