Description
I don't really understand most of RFC 6415, but it kind of sounds like if someone does a GET to /.well-known/host-meta then we ought to spit back a string in some standard format containing the version number and authorship and stuff like that. Good idea?

Hm. Well, our CLI could! tahoe --version could print out the version of the gateway that it is connecting to.

Shrug, does anything use RFC 6415? Seems like a low priority to me.
