ECDSA keys with shared params

Description
Figure out what the "params" parts of ECDSA keys are, which don't have to be secret, and make it possible to use a whole bunch of ECDSA keys with the same params.

I believe all such params are determined by the elliptic curve, so this is done.
It remains to be confirmed by unit tests once #3 is done.
