    4 1. Create a test runner framework in https://github.com/tahoe-lafs/packaging-tests
    5 1. Move the Tahoe ``./misc/build_helpers`` tests into ``packaging-tests``
    6 1. Swap in this new configuration into the existing build-bot network (-and carefully consider contingency downgrade)
    7 1. Verify that the new buildbot operation is functionally equivalent to the current operation
    8 1. Close this ticket as resolved
