Compile Error: Unable to find vcvarsall.bat

I wiped my windows Python installation and uninstalled all dependencies
(clean slate).

I downloaded the
https://github.com/tahoe-lafs/tahoe-lafs/tree/2249-windows-dep-workaround-1.zip
archive directly from github.

Installation succeeded with no errors using a clean install of python 2.7.8

I also created a client and started it.

I then stopped the client, went back and ran setup clean, and setup build,
which succeeded with no errors.

I was able to start my existing client.

Seems like that branch has fixed the installation issues, and all you need
is python.

Wish I'd tried that first.
