Tahoe for P2P networks

Hi,
I wonder if Tahoe could be used for simulating a Peer-to-Peer network?

If it could then what would be the recommended way to start (any tutorials,
code samples) ?

I am working on an anonymous file sharing application based on P2P
networks. I am going to write it in Python (Twisted) and I need to somehow
simulate network (Peers that will request/share content).
