First install Twisted 14.0 from <https://twistedmatrix.com/trac/wiki/Downloads#Windows>.
(Make sure to get the 64-bit version in your case. It shouldn't matter whether you
use the msi or exe installer.)

Then install pywin32 from
<http://sourceforge.net/projects/pywin32/files/pywin32/Build%20219/>.
You need pywin32-219.win-amd64-py2.7.exe for 64-bit Windows.

Then try the build again.
