Tiny nitpick: this particular problem one isn't a design flaw of
setuptools per se, but of the standard Python packaging system (its
import mechanism and the standard distutils module). Setuptools wraps
the standard Python packaging system, and adds its own design flaws,
and as a consequence setuptools tends to get blamed for all of the
resulting problems, even though it is inheriting many of them from the
standard packaging system.
