Just as you said, I have run it as a regular user but the problem is the same, and I have run "create-client" before "create-alias". 

In ~/.tahoe, there are logs(directory), my_nodeid,private(directory), tahoe.cfg tahoe-client.tac, tmp(directory) and twisted.pid

when I ran "tahoe --version", it worked right...

You mean you run this as root? 
normally it should be some folder that you have access to as a regular 
user, like ~/.tahoe
