I guess that could be useful in situations where Bob can receive
incoming TCP connections, Alice can't, and Bob wants to connect to
Alice. Bob would essentially use the hidden service protocol to
request a callback from Alice.

If Bob's node doesn't need to be published in the Tor directory, and
only needs to speak enough of the Tor protocol to accept a connection
from Alice's client, then it could be a reasonable solution.

Another possibility would be for Alice and Bob to rendezvous at a key
in the BitTorrent DHT - each would learn the other's current IP
address and Alice could connect back to Bob.
