It's still available:

http://www.microsoft.com/visualstudio/en-us/products/2008-editions/express

(Visual C++ 2008 Express Edition with SP1).
You also need the Windows SDK for Windows 7 and .NET Framework 3.5 SP1:

I haven't tested this because I don't have a copy of 64-bit Windows.
