[tahoe-dev] Object Health

I'm not sure how this interacts with the change from shares-of-happiness to
servers-of-happiness.  Your files have shares on enough servers to be
happy, but they don't have 20 shares, so they're not "healthy".  If the
repair process sticks with allocating one share per server, they'll never
be healthy, right?
