[tahoe-dev] when do patches need to be finished in order to get into v1.9.0?

A user named "sickness" asked me on IRC if the S3 backend feature
(#999) would be included in Tahoe-LAFS v1.9.

When does a patch need to have what sort of level of completion to be
considered for inclusion in v1.9? And when will we release v1.9?

The Roadmap [1] should be updated to reflect our plan for v1.9.
