Comment:

 We eventually decided that this should be 0 when designing and
 implementing Servers of Happiness; see [http://tahoe-lafs.org/trac/tahoe-
 lafs/ticket/778#comment:45 #778, around comment 45] for the discussion on
 that.

 If no one has claimed this ticket by Tuesday, I'll fix it.

 (I'm also setting the version to 1.8.0; if I understand your mailing list
 message, that's what your client is running. Feel free to change it back
 if I'm wrong. :-)
