If it's sufficient that they can erase or change their own comments but
not those of others, that could be implemented by putting each user's comments
in a separate mutable file.
Note that a user will need some way to keep track of their write cap for each
object that can accept comments. It would be possible to do that by some form
of login system, but you might end up duplicating security problems of
identity-based access control systems that way, if not careful.
