Before we proceed with that, have you built and used the standard
Tahoe-LAFS software on Windows? The supported method (and by
"supported" I mean that it gets automatically tested by the buildbot)
is here:

After you've gotten Tahoe-LAFS running on Windows then we can try to
get the Allmydata Tahoe Windows Client built.
