[tahoe-dev] what does the "reliability" keyword mean?

Cases where the intended functionality doesn't always work due to
nondeterministic failures.

Right. For example, not being able to download a file on a particular
occasion is a reliability issue, but it is not an integrity issue provided
that the data is still available to be downloaded, and is not a
confidentiality issue as long as no information is leaked.

I would have included that under "integrity", but if we want to make
this distinction, how about "dataloss"?
