P.S. and there is another thread, started by Chip Morningstar, about  
the specific issues encountered in deploying "webkeys" -- URLs  
containing capabilities, like Tahoe's:

I am very interested in this kind of thing -- the results of taking  
the beautiful, elegant capability access control theory and actually  
implementing, deploying and using it.  God is in the details.
