Tahoe-w32-client has something like this:

I haven't compiled it myself, but there is a README and I think Nils Durner has.

It is a solution to a slightly different problem, though -- even if we
have a good end-user-oriented installer integrated into Tahoe proper,
we still want it to be easy and portable to build from source.
