Comment:

 Added a unit test of whether [source:src/allmydata/util/time_format.py
 time_format]'s {{{iso_utc_time_to_seconds()}}} works in London, fixed it
 so that it does work in London.  Fixed by [20090611221129-92b7f-
 f7d83e1251a4db39149e68c9cf2278bd317c8dc8].
